Naomi Eisenstadt

Naomi Eisenstadt CB has been active in policy and practice in the field of early years for over thirty years. She has a first degree in sociology, an MSc in Social Policy, and a California Credential in Early Childhood Education. She was awarded an honorary doctorate from the Open University in 2002, and the CB in 2005.

After spending several years working first in nurseries and then in management positions in children's charities, in 1999 Naomi became the first director of the Sure Start Unit. Starting out in the civil service with responsiblity for Sure Start local programmes, her portfolio grew over seven years to include early education, childcare, parenting policy, and extended schools. She then spent one year as the Secretary of State's Chief Adviser on Children's Services. Her last three years before leaving the civil service were as Director of the Social Exclusion Task Force.

 
Geoff Mulgan

Geoff Mulgan is the Director of the Young Foundation.

Between 1997 and 2004 Geoff had various roles in the UK government including director of the Government's Strategy Unit and head of policy in the Prime Minister's office. Before that he was the founder and director of the think-tank Demos (described by The Economist as the most influential in the UK when he left). He has also been Chief Adviser to Gordon Brown MP, a board member of the Work Foundation, the Health Innovation Council, Political Quarterly and the Design Council, and chair of Involve.

Geoff has advised many governments around the world, including several Prime Ministers.

 
Sir Paul Ennals

Sir Paul took up the post of Chief Executive of the National Children's Bureau in 1998, having previously been director of education and employment for RNIB. He was vice-chair of the government's National Advisory Group on Special Educational Needs (SEN) from 1997 to 2001, chair of the Council for Disabled Children from 1993-1998, and founder chair of the Special Educational Consortium. He was Director of Welfare Services at Sense from 1983 to 1989.

He is vice chair of the Children and Young People’s Inter-agency Group, a national group of key statutory and voluntary agencies. He is accountable for the delivery of the Centre for Excellence and Outcomes in Children’s Services which is hosted by NCB. 

He is a founding trustee of End Child Poverty. He currently contributes to the following groups and boards: Department of Health Child Health Advisory Group, DCSF Programme Board for Children in Care, and DCSF Stakeholder’s Board

He received a knighthood for services to children and young people in the Queen’s birthday list 2009.
